Mr Tando Luyaba is an experienced technology executive with a career spanning digital transformation, ICT strategy and governance, software development, enterprise systems, cybersecurity and technology-enabled public service innovation.
As Chief Information Officer of the Information Regulator, he provides strategic leadership for the Regulator’s technology environment and digital transformation programme. His responsibilities include ICT strategy and governance, digital platforms and applications, infrastructure and end-user services, information and cybersecurity, business solutions and analysis, and the adoption of emerging technologies.
Tando has played a leading role in the development and implementation of digital solutions aimed at modernising regulatory services and improving the way the public interacts with the Information Regulator. His approach to digital transformation is centred on simplifying processes, developing sustainable digital capabilities and using technology to make public services more accessible, efficient and responsive.
Prior to joining the Information Regulator, he held senior technology leadership roles in the public sector and state-owned entities, where he led and contributed to major digital transformation and technology modernisation initiatives.
His work in technology and public sector innovation has received recognition locally and internationally. In October 2025, Tando was named Public Sector CIO of the Year in South Africa at the CIO Banquet hosted by ITWeb Brainstorm, and was subsequently featured on the cover of the magazine’s January 2026 issue in recognition of the award. He has received several other accolades for technology leadership, digital innovation and his contribution to the modernisation of public services.
Tando holds a Master of Business Administration (MBA), a Bachelor of Science in Computer Science, and a Postgraduate Diploma in Business Management.
