Mr Mosalanyane Mosala has more than 42 years of experience in the public sector. 17 years were spent at coalface of service delivery from 1983 to 2000. He worked as a teacher, Deputy Principal and Principal at various institutions around Bloemfontein.

On 1 August 2000, he joined the Free State Provincial Government as a manager in the office of the Director General. Duties ranged for pure administrative duties to undertaking projects as directed by the DG and HODs. He was in Provincial Government for 5 years from 2000-2005.

On 1 October 2005, he joined the National Government as a Chief Director in Department of Justice & Constitutional Development (DOJ &CD). As a Chief Director he was responsible for the establishment of the three doctorates namely Service Delivery Improvement unit, National Operation Centre and Donor Coordination unit. He carried out this responsibility for 13 years from 2005 to 2018.His expansive experience in the public service has seen him acquire skills in policy formulations. He was robustly instrumental in developing implementable policy frameworks such as the Research Framework and Complaints and Compliments Policy as well as Donor Management Policy.

Mr Mosala joined the public sector by being seconded as an Acting Chief Executive Officer (CEO) of the newly established Information Regulator while still in the employment of DOJ & CD for one and half years in 2017. He was recalled to act again as CEO after the departure of the first CEO of Information Regulator in December 2020 to June 2021. Some of the key achievements was to develop a business case that was submitted to National Treasury that culminated in the approval of administration of the Information Regulator. The Regulator was invited to organise and host the International Conference of Information Commissioners (ICIC) in 2019, and the Acting CEO utilised the experience of organising the 2010 FIFA world cup courts in the DOJ & CD to assist the Regulator to achieve a successful conference.

He was permanently employed as CEO from 01 July 2021 to date. As CEO, for a period of four years to date he implemented a model of running an organisation juxtaposing an enablers on the one hand to results on the other hand. The enablers would consist of the following: Leadership, Planning and Resourcing and Process and Standard Operating Procedures Management. On the other hand, the results would consist of Output, Outcome and Impact model. Over and above this, a Combined Assurance Value Chain model was implemented to provide assurance in a coordinated way to the Regulator.

The CEO hold a primary teacher’s certificate obtained in 1983 and standard 10 certificate obtained in 1987. He has a Baccalaureus Artium (BA) degree majoring in Education and English obtained in 1991 and Baccalaureus Educationis (B Ed) Hon degree obtained in 1994. He further holds a Magister Educationis (MEd) degree obtained in 1998. This MEd degree was a full dissertation study titled “The relationship between the management style of a school principal and school climate”. He further has a Magister in Public Administration degree

obtained in 2005 and a mini dissertation titled “An evaluation of the implementation of Medium Expenditure Framework on the budget process in the Free State provincial Government”. He expanded his knowledge to equip him better for the public service as a manager by completing the following courses successfully and obtaining the following certifications: International Development, bridging the worlds of theory, policy and practice and certificate of competence.

Mr Mosalanyane Mosala has a passion for service excellence which he has portrayed through his advocacy and leadership in the Batho Pele Excellence Awards, where he adjudicated the National Batho Pele Excellence Awards and as well as the Kwa-Zulu Natal (KZN) Premier Excellence Awards. His passion for ensuring that the service delivery standards are at the highest level to ensure efficient service delivery to the citizens of South Africa saw him being appointed as the National Chairperson of the Batho Pele Excellence Awards from 2016-2020.
